  1. Decades ago people conflated Affirmative Action with racial quotes for the same reason that the Inflation Reduction Act is supposed to "fix inflation". Because they're told that that is how it works. Affirmative Action is just a phrase from a Presidential EO. Administrative rulings led to all of this racialist chaos. It used to be for Federal jobs and then the scope expanded but applicants could sue if there was evidence of "racial bias" in the employment process, including refusal to interview or accept the application for employment and arguments could also be made for "equal pay for equal work". The government never openly mandated racial quotas but they made it really easy to go ahead and do it anyway.
