The scandal of the Pentagon Papers was the government trying to restrict third party publication, not about prosecuting the ones that had a legal duty to protect classified "defense information".

Dude, Assange is the journalist pilloried for publishing. He's not a leaker. He had no duty to "protect Defense Information". And Snowden is not a whistleblower. He's a leaker. You might agree with him but he didn't seek out any trusted path (others with clearance credentials like Senators or whatever). Rand Paul was in the Senate for over 2 years by the time Snowden fled to China. And don't tell me "Hong Kong" because in terms of national security it's always been Chinese. The CCP has been there for about 100 years.

I don't know what year that book was written but the biggest scandal prior to that was Iran-Contra. I think that book was written before Clinton came along. Iran Contra was considered a huge scandal because the Congressional SJWs tried to box in the republicans from defending freedom fighters around the world. And any sitting President could lawfully authorize it. But big media scandalized it. IOW, the story in Clear and Present Danger only works if the President is a Republican. Only Republican Presidents can be threatened like that. The others are expected to be corrupt and anything goes.

Not really. Russia moving in to Ukraine based on (shady) irredentist claims is not the same as Communists sending "freedom fighters" everywhere to "overthrow Capitalism". If anything this is closer to the "nation building" mission in Iraq. Iran has wanted to expand for many decades. And I think they've been looking for nuclear weapons for just as long. We went to expel Saddam and ended up pushing and struggling with Iranian imperialists in Iraq. It became a proxy war between the US and Iran even though everyone tells you about "terror cells" and "ISIS" and so forth. And nobody forced the US to "run away" from Vietnam. Be serious. Every "lost war" since Japan surrendered has been forfeited, not lost tactically. OTOH, this also proves that the US is anything but an expansionist imperial power. The US is still a country divided by two cultures: Deist freedom fighters and satanic slavers. The true (rule of law) republicans and the Soviet Democratic Party cult (that includes frauds that vote with them and attack the defenders of Constitutionalism).
