  1. There are rational compromises. What they can do is screen in by batch and still have each case reviewed before approved. Trump should only sign individual pardons that have all been vetted but there's nothing wrong with batching them if done properly.

  2. It would be hard if Trump doesn't have a reliable DOJ team to process it. He can't just waive a blanket rule without having each case examined. If he can put together a good team at the DOJ it is doable.
