Notice the weasel words "highly confident they were not classified" after implying that he had the authority to keep his own notes without having someone else vet them. Now, making a mistake pertaining to classifications is not ipso facto illegal. But, he didn't just decide they were not classified - but - that the notes >belong to him< and were not government property. This liar makes the same excuses that Hillary Clinton did. James Comey is a spy. He committed political espionage. And it is actionable under the Espionage Act. His opening testimony (his FBI authority) is a confession that he also has special duties and can not claim "lack of criminal intent." Neither can Hillary.
