  1. This. This right here. FORCE good ideas to be formulated. The "go along to get along" and voting party lines is what produces terrible ideas in the first place. Create an environment where you are FORCED to recognize differences and ACTUALLY come up with good ideas that make sense to all for anything to get done. And if you clearly are going to be one to vote against any good idea purely for political reasons...you are removed from your seat.
