  1. Both Serbia and Libya were UN mandated actions, NATO provided the forces. Afghanistan was a response to an attack on the USA, that's why NATO exists.

  2.  @giuseppecappelluti3626  The Taliban government were hosting OBL therefore were de-facto complicit in the 911 attack. The Libyan actions were undertaken according to UNSC mandate 1973. The UN gave authority to their local commander to request NATO airstrikes in response to Serbian attacks at the London conference of 1995.
