Hubble isn't optimised for that role. They have regenerated two (I think) spy satellites for science use however.

@giuseppebattagliese6424 Well let us have a look shall we. In theory the Hubble would make a very good spy satellite, however. Pointing Hubble at the earth would overload its sensors. These were designed to image tiny light sources in an overall dark background, not a brilliantly lit planet a few hundred miles away. The speed at which hubble is travelling around the earth would cause any high magnification images taken of the surface to be blurred. So in practice it makes far more sense to de-orbit Hubble or service it to continue performing its original task. The military satellites I mentioned are earth observation satellites. Despite having the same sized mirror, they cannot replicate Hubble's performance, because they were not designed to do so. They (or one at least) are however going to be used for wide area search (see WFIRST).

@giuseppebattagliese6424 Well at least you have dropped the abuse. I doubt that replacing the optics and sensors on the Hubble while it is in space would be a trivial task and would likely be prohibitively expensive.
