  1. China has less nuclear warheads than France. With that limited number their policy is purely defensive.China is not going to be goaded into any treaty that will reduce their defensive capability.

  2. China over the next 5 years is spending 1.4 trillion on AI, IoT, semi-conductors,and other leading edge technologies while at the same time US spends 1.7 trillion on nuclear weapons. Priorities are a little screwed up here is the good old US of A.
