  3. ​ @mudshovel289  Removing the Hukuo system all at once would start a mad rush to urban areas producing overcrowded slums. The Central government's overhaul includes moving 70 percent of rural inhabitants to cities. Why do you think all those "Ghost Cities" were built? Anyone can read the information published in their most recent 5 year plan.
