  9. Beckley is citing data points that are about 10-15 years old and is completely out of touch with the reality of present day China. All the US chip sanctions did was unite the Chinese business community in developing and producing indigenous chip production. Prior to that the Chinese government tried to do this with the "Big Fund." However businesses in China were not going to risk their production on unproven technology even if it was better, but with the US chip sanctions they now have no other choice but to collaborate with each other.
