  1.  @picn8460  I wondered the same thing. The ones I rode growing up did not. I have a feeling if they started providing them, they wouldn't even have this problem, because seat belts take time and concentration to put on and take off, thus getting up and goofing off, for whichever kids are guilty of it, would be much less convenient and more discouraging.
