  1. well, that's the USA allies democracy. When the USD is strong, they have manipulated its currencies against many non-USA allies' currencies. Thus it will be cheaper to finance many rebellions around the world to finance the USA allies' business. Their profits thus wash in tax heaven countries like Irland, Bermuda, Cayman Islands etc.
