Its pretty easy really. Two words: Cultural difference. A veeeeery old one, that maybe lives on even now? I dont know, I am not a kid. Long story short; Its not inhospitable because there is no malice behind it. Asking for something or expecting something is traditionally seen as a grave sin, because it might embarrass your host if they dont got it. In the old days long gone, there really were a lot of people that could not reasonably afford to feed others, even just a small bit. Lasting at least just prior to the second world war. This way, its equal for all, rich and poor. The poor didnt have to feel embarassed for not having anything to offer. I guess that tradition lived on, even after more people could afford to do so.
