  1. Yep he should have.. If effectively all of his crew would not only refuse to fight, but most of them say the Borg is a good thing. This is where we are at. The rot is too deep, the programming of the public too severe. Cant even get people to think outside the two party paradigm in any numbers for gods sake. An action that would cost them literally nothing, socially or financially. Put a piece of paper in a box on a certain day every few years..... but even thats too hard.
