What percentage of a nations wealth would need to be publicly owned for it to be considered no longer capitalist and officially a socialist country?

@S.J.L Socialism doesn't have to be totalitarian, as was pointed out in this video. Identifying as socialist does not make you socialist. Fascism does not fit under any definition of socialism.

@bigballsgame5591 The national debt isn't really a debt, its basically the government changing bonds and dollars between various fed accounts. Let me ask you this,, Would you consider it socialism if over 50% of the total wealth of a country was owned by the government?
