Ocean levels have not risen at all. Polar ice gaps, Greenland, other glaciers, mountains, frozen tundra. These all would release water to the oceans. And the higher temperature would raise the ocean temperature and thus the water would expand. There's 3.6 billion km3 of water. There's no global warming, climate change perhaps, but you can't fight climate change, you could only fight Co2 global warming. But going from the lowest point of 0.03% to 0.04% certainly doesn't change temps.
Also statistics show that Co2 seems to cool the planet, not warm it. This is perhaps why earth has survived, there's so much Co2 in the oceans that whenever temps go up, Co2 has changed things back. Co2 would increase in the upper atmosphere where it would radiate the heat more effectively than ozone, that's the explanation I got from a relative in the field.
