  2. @NewsIn60Seconds  yes to jail, fire truck "garages" and hospitals (hopefully not for profit ) . When it comes to notary, zoom meeting. There are million $ real-estate transactions done that way. My bank has a giant TV where you talk to some person sitting at home . ( modern atm) .... but I really like your last paragraph and they don't have to sell all buildings, just a few. ( I got my registration renewed at a supermarket "atm" last time)
