They impound cars after they have been vandalized? The idiocracy is that he made the alterations because the city fails to provide a safe environment.

@TheLepke2011 most cities have a grand jury ready to investigate. ( I sat on one for 3 months) You find the right person and they might feel compelled to do something about this ( mainly not accepting the complaint)
