Switzerland was in reallity until 1499, in theory until 1648 part of HRE. Netherlands in reallity to 1580s, in theory until 1648. Northern Italy was in theory until 1520s part of HRE ( Savoy until late 17th century).

  2. ​ @stuartmorley6894 : Not realy . Only german , bohemian and belgian parts of Habsburg territories had been part of HRE, similar to brandenburgish part of HRE, prussian part of Prussia never was part of HRE. And : There had been dozens of small and microstates, totally Independent.
