Göring was a hunter, and had been ,Reichsjägermeister', so i think, for hunters , being in a hunting Organisation, there was no problem. Members of target shooters organisations i think had also no problems, but target shooting was militarized. Also blankguns and cheap muzzleloaders could be owned. I think persons, the Nazis did not like or persons , which wanted to be new first time owners of weapons got the largest problems.

@VagoniusThicket : The word Sturm was in military context of 17- 19th century sometimes used for levie/ Aufgebot. Aufgebot and Miliz are not the same in german language.
