  2. I think ,Einwohnerwehr Bayern'/ Inhabitants Guard Bavaria. Bavaria tried to reintroduce the once existing local militias, which had been up to 1840s/1850s a voluntary support force for army and police. But it was forbidden, as soon as the Allied Powers noticed this.
