Continental European policemen in those days had mostly a saber. Truncheons had been mostly a thing of nightwatchmen, field guards, town criers , prison wardens or postmen, at least in Germany. If there was a riot, or other need for a large police levy, german police called the army . But when the army suppoted police, the police officers could give orders to army officers. This means, for example, a police captain could give orders to an army captain.

Policemen in Continental Europe in late 19th century usually had a saber, being basicly soldiers doing police work. Gendarmes - Men at arms! In Germany for most policemen the saber was only weapon in 1880s. On british islands, may be also Iceland, main policeweapon was truncheon, being descendant of towncriers ( Büttel/ Amtsdiener in german). So the armament with a Revolver for every policeman was something new. So i think, with this revolverbayonnet the policemen had a ,modern' weapon, the revolver, the bayonnet as substitute for old weapon, the saber and a second hand for holding a lantern or reading the passport of a stranger.
