  1. Artur -- you need to REALLY lay out what central heating means in a Soviet/ Russian/ Eastern European society. Such systems are quite unknown in the USA. The only exception being Manhattan Island -- ie New York City's core island. So when you talk about a frozen heating main -- your American viewers have not a clue as to what you're actually talking about. They can't visualize it. When an American thinks of central heating -- it's in the context of a boiler/ furnace in a Single Family Home -- and nothing more. Even in big apartment buildings, the tenants have (each) their own heating systems -- electric or natural gas -- (typically). This is why the cut-off of Russian natural gas to Eastern Germany (Legacy systems) Poland, Lithuania, Latvia, Estonia which had become the backbone fuel for them was deemed a society killer by the Kremlin. Legacy American SFH usually have fire places. And American winters are nothing as fierce as those of Russia. ( Green politics has hugely restricted fireplace construction across most of the USA in recent years. This has been replaced by wood pellet burning stoves -- by the Greens, of course. The irony, oh, the irony.)
