  1.  @DEP717  Adm Doenitz flatly stated that this was exactly the case. The 1812-14 naval period was the ONLY time that the RN was given any discomfort where it hurt: her commerce. Both the U-boat and the commerce raider were designed to replicate the USN of that era.
