Unlike a gasoline engine, Diesel engines have no naturally occurring top end limitation. So every last machine has to have a governor built in. ANY Diesel mechanic -- or operator -- knows where this limiter is. So, if you want to ruin your engine, it's a simple matter of backing the limiter out and letting the engine over - rev -- and then blow its gasket. The other way is to clamp down on the turbo-charger to the absurd. The same exact result is to be had. Now you've got too much boost, instead of too many revs. The engine is destroyed just as surely. I'd can, on the spot, any operator who fiddled with either setting. And, that's leaving it politely.
