  1. TRD, commanders who are given meat are expected to consume it -- utterly. Such meat is reported back up the line as MIA... never KIA. So, no $$$$ is to be paid to widows/ orphans or kin. No money is to be wasted upon splints or bandages. Big Savings all-around. Perfect, then.
