The latter is propounding fantasies WRT negotiating with Putler, who has broken EVERY written treaty/deal/agreement out there. Just like his psychic godfather, Adolph. Napoleon had the same 'personal' issue, too. Putler can't allow his military equipment count to reach anywhere near zero; but the word is: the boneyards are empty. Hulks only, remain.
