Let's help Harold out. DoE monies do NOT show up automatically. Teachers have to fill out an ASTOUNDING amount of paperwork crafted by the DoE to get the money. They end up in a paper-chase -- shuffling responses -- endlessly -- back to DC. There is NO let-up. This has been compounding for forty-years. It takes as much as 12 UNPAID hours a week by a teacher! This means the burn out, they quit. The DoE is a Democrat bastion used for politicking at EVERY vote. The teachers union should not even exist. It operates as a GUILD, where the quality of rottenness is what's agreed on. Teaching is performanced DOWN. No-one is supposed to make another look bad -- same as DoE bureaucrats.
