Even after Putin's war, NATO is fixated on staying out of a hot war with Moscow. That's the politics of NATO: all defense, all the time.
NATO has been structured -- from the first -- to rein in France and Germany.
(Read that to mean: Napoleon 2.0; Adolf 2.0.)
NATO was the creation of Britain. She sold the idea to Washington, Paris, et. al. by pointing at Stalin and his new Bomb. But Whitehall never forgot Napoleon nor Adolf.
NATO's command structure gives all top slots to American generals and admirals. Deputy slots are given to Brits, Germans and the French, et. al, depending on their national priorities. (The UK gets the North Sea naval post for all time. And so forth.)
If you'd ever taken the time to read Putin or listen to Putin, you'd know that he wants to revive the USSR/ Tsar's Empire. Period. It's a fixation for him. The EU or NATO, per se, are irrelevant. Empire is everything.
