The USA established the Marshall Plan ( Actually the Truman Plan, he wrote it, Marshall spoke it.) which was intended to aid EVERY nation from the Soviet Union to the Atlantic. Yes, the plan included Stalinist Russia. This reality totally destroys your thesis that it, the charity, was oriented along Great Power calculations.
If you read ANY of the literature from the period you'd note that the impulse came from CHARITY. (C.A.R. E. anyone?)
Traditionally, a nation in such a position merely moves in to conquer distraught lands, one way or another.
That was the European solution after military conquest.
Whereas the US Army couldn't wait to head back home.
In 1945 the warrior army returned to the States, and a bunch of draft avoiding peaceniks were sent over to replace them.
Contrast that with the USSR.
