  1. F & E -- you have totally lost the plot. During the Cold War the goal was to out-spend and out-tech the Soviets. THIS is why Kennedy sent Apollo to the Moon. The USSR felt COMPELLED to spend large, too. The Hustler was designed to freak out the Soviet air defense -- same as the B-52, the B-1 and the B-2. One MUST look at what $$$$$$$$$ are required to thwart SAC with each new generation of plane. The USAF did catch on -- missiles just improved drastically faster than the experts thought they would. (ICBM + SAM) The next evolution of the B-58 would've been Hound Dog missiles -- but the bean counters intervened -- and it was all wound down.
