  1. Not quite. The banking industry CAN purchase short term T-notes and T-bills. MOST do so. If SVB had done so, if Schwab had done so, they'd both be in clover. T-bonds are the minority of Federal debt, BTW. T-bills are through the roof. The US Government lives on its CREDIT CARD --> T-bills.
