  1.  @neilpina898  NATO proposed to Putin that a treaty, like START, to limit the proximity of atomic weapons is a viable idea. Putin threw this counter-proposal into the dustbin of history. BTW, Ukraine NEVER met the key conditions for NATO membership. Such membership was not even in prospect. That's why Berlin was scratching their heads wondering: "What's up with Putin ?" When Putin pitched his invasion to Russians, he didn't bring NATO membership up. Instead, he brought up his pan-Slavic dream. A dream that featured Putin atop all Slavs, ruling all from the Kremlin, same as Stalin.
