You've spun a lot of wheels, but the fact is that the Bolsheviks were dominated by 'engineering-thinking.' In 1954 the Lower Dniepro dam was completed. For the FIRST time, it became practical to get Dniepro fresh water into Crimea -- by a canal located upstream of that new dam. This is the very dam that Putin blew up last year. It was OBVIOUS to Nikita that agriculture would explode with such irrigation -- which would HAVE TO BE an integrated engineering project. The dammed up water was to feed a mother canal to Crimea AND the east bank of Ukraine -- at the same time. In all of this, the Soviets were replicating FDR's famous water projects -- all of which functioned at a Federal level. In the Soviet system, all SSRs fought tooth and nail over resources. Nikita knew that if Crimea unified with Ukraine, a chronic headache would be eliminated. THIS logic shows up in the Pravda statement -- which you didn't pick-up on. So, the correct answer was the dam & water project scheme.... and Soviet engineering logic.
