Yes and no. Moscow still loves Baikonur -- and still uses it for ISS oriented launches. The rent is reasonable: One ruble per year. I find it hard to believe that Moscow will EVER abandon Baikanur. It's just too sweet. In many ways, Baikanur is the International Gateway to Space -- which is, amazingly, how Moscow pitched it all those decades ago. Plesetsk is almost wholly oriented towards Moscow's security launches, its version of the USSF's Vandenberg. Moscow has come around to American thinking: one launch base for wide open civilian operations; Another base for high security, truly military operations. Cost is no longer a significant consideration. When NASA proposed using the Space Shuttle for military cargoes, the USAF had a FIT. Ultimately, Moscow came to the same conclusion.

By global standards, the Baltics are 'clean.' Why? Because the leadership is just down the road from Joe ordinary. The number one issue in the Baltics: how to get the Russians/Slavs to just leave. It's a problem: the local (political & economic) environment is so sweet that NO (ethnic) Russian has any motivation to leave. It's ironic, Baltic Slavs want things just the way they are. (Can anyone get Putin just to go away?) NATO does deploy jets to the Baltics -- four at a time. (!!!) None of them are American. (Yup) Instead, they all come from minor NATO powers: Denmark, Norway, Belgium routinely transit through the Baltics. Every once in a while, the RAF will station (4) four, F-16 fighters there. All of the above are designed with diplomacy in mind. Four F-16s can't be any threat to Moscow. They are militarily SYMBOLIC. And that's all.

A doubling, tripling of LPG prices is NOT a slight increase in prices. For the ordinary citizen, these expenses are back-breakers. That's why everyone is suddenly in the streets. The West had NO influence over the dictator... and you know that HE had to be in the loop over such an epic decision.

@manofsan The West had nothing to do with the INSANE decision to rape the national economy by doubling, tripling the price of heating fuel, motor fuel, cooking fuel -- over night. Think about it. This crazy decision HAD to have come from the TOP. Yeah, the old dictator, himself. He could never be left out of the loop for such a loopy, epic decision. Fuel riots have been a constant across the globe. They are always ENTIRELY predictable.

@manofsan Artificially suppressing the price of LPG was one way the elites could share the bounty. BTW, it's the NORM in all oil rich nations. Venezuela, KSA, IRan -- they ALL do it. It's a bad idea, of course. Much better would be the Alaskan solution: yearly tax 'rebate' checks -- into the thousands of dollars. (un-taxes) Yes, the average Joe would much prefer to get CASH. Then he can feed his wife and kids.

@manofsan Any such rebate policy would be carried out in the national currency. So its exchange rate, versus the US dollar, or anything else, would not be a factor. The fact is that folks can't eat oil or LPG. You don't see the elites of such nations vending petroleum at retail. What such nations need is anti-taxation. Other than Alaska, I've never seen it tried. Instead, what you constantly see are social programs funded at the national level -- but never CASH for the average Joe. Real money is reserved for the elites. When the revolution comes, it's always a surprise to the elites... naturally.

@manofsan Alaska points the way. Up there, the anti-tax funds are not allocated more than a year in advance, and the state holds a reserve for this purpose. This way there are no surprises. Oil ticks should be coughing up CASH. They should not induce the citizenry to over consume petroleum products.

@algoodmonin2172 Putin is ALREADY pitching Moscow's intervention as necessary to stop alien agent driven riots. What else would you ever expect ?
