  1. The landlord has to consent to having them fitted. A tenant can't consent to them being fitted. At the same time the bill is in the tenants name so the tenant has to agree to have one as well. The landlord can't just decide to have one while there is a sitting tenant. Properties with smart meters will drop 10 percent in value. The energy companies can install refurbished analogue meters.
