  1. That's because the EU Commission failed to order vaccines in a timely manner. There was a global pandemic and Brussels was slow to act. It's also the case that the UK funded the research and development of the Oxford-AstraZeneca vaccine in exchange for first supply of the AZ vaccine if it was successful. The 41 Million vaccines have been exported by vaccine companies to countries that placed orders months before Brussels woke up. The EU Commission even stopped individual countries like Germany and Italy ordering their own vaccines. The EU Commission doesn't own those vaccines and the EU Commission has not exported any vaccines. Brussels failure to order vaccines caused delays in manufacturing of vaccines across the EU. What a mess.
