  1. They have done a U-Turn because they dont have enough leverage. They cant force this vaccine export ban through without breaking legally binding contracts. They also know it would reduce vaccine production inside the EU. The damage is already done. The whole world is watching the EU's threats to vaccine exports to countries around the world. Businesses and world leaders now understand the EU cant be trusted, even if they have a legally binding trade agreement with the EU. The EU has broken their trade agreement with Canada. After 20 years of negotiation they still cant agree a trade agreement with Australia. The EU have made it impossible to do a trade deal with the USA now they are in bed with China for investment and Russia for the Nordstream2 gas pipeline. They did a trade deal with a group of South American countries but the EU27 refused to vote for the trade deal because it undermined the EU's agricultural sector.
