  1. Yes the per capita revenue should leveled up across the UK. Why should people in England get less than people in Scotland. That system was set up as a short term system to run for 2-3 years. Now the SNP keep freezing council tax year on year and finding things like free prescriptions and free university education with British tax payers money. At the same time demanding more money and blaming the UK government to cover up the SNP's complete mismanagement of Scotlands money. The SNP have destroyed Scotlands public services. The whole devolution system has been a complete failure. The only ones to make it work has been Northern Ireland. (at least on face value)
