Neither will want to be left to fund the block on their own. That will leave the remaining EU members holding the debt. Italy has a new leader that is Pro EU so Italy will sign up for a chunk of the 1.2 Trillion recovery fund which seals Italy inside the block permanently. I notice only 8 of the EU27 have submitted claims for their share of the 1.2 Trillion recovery fund. That's because they understand those additional terms ties them deeper under EU control.
