  1. It was like that in early 80s russia when it had really become a peak authoritarian, state capitalist mess. Nobody would get involved with anything if they could help it. Impossible people to work with because ingenuity/the taking of responsibility was non-existent and the buck passed endlessly (not that I blamed them, who wants to be arrested for a small work mistake?). You can basically see the ghost of that system right now in the russian army.
