  1. I don't think the US need a nominal surplus. It need a primary surplus, to cover all cost of government minus the interest rate. Brazil had a primary surplus between 2003 and 2010 and the debt to GDP ratio went down. I don't think having a primary defict is good but the US can definitely have a nominal deficit. There is a question if the government saves were will the government but the money it saves? Alaska gives oil money as UBI to its resident. Government doesn't need to save money.
