  1.  @keneilstrachan2439  - 2008 was the beginning of getting their country compliant with the requirements for acceptance, not the point of an application for membership. They never applied, and shelved plans to apply in 2010 after (at the time) Putin-supported Viktor Yanukovuch was elected under allegations of election fraud.
