  1. Russia does not need an excuse to escalate, it needs a rationale to. Risking it to rescue the situation would be such. In other words, you need to think you are losing to escalate. Whatever is actually happening in Ukraine, Putin does not escalate because he thinks he is winning and there is no reason to alter tack. Give him a reason with devastating strikes on the Russian army, and you will see him step up to the challenge; and then some. Or maybe Putin will just quit. The people in Washington are not looking to find out what Putin would do if he understood he was losing
