If Britain was anything like a closed system then yes, but that is completely unrealistic. There not only is immigration, but the civil service economists consider it essential that immigration increases (publicly they don't say that but former members of the Tory government have said immigration is pushed very hard by the Treasury). The number of people in the UK is already more than the government figures estimate, maybe many millions more, and is going to climb annually for the foreseeable future.
