  1. He is quite right if they want people arrested for chanting 'Jihad', then they ought to have passed a law to make it specifically illegal. But of course they don't want to do that because it is a concept in Islamic piety, so they are leaning on the police to interpret the existing law in a completely new way that no one dreamt of when it was passed.
