I don't think they want to take the cities. The idea is building up pressure along an increasingly broad front and getting Ukrainian reserves fully committed.

@zacklewis342 Defenders lose advantage with a broad front. Anyway, this is a low density infantry war (because any concentration for offence gets pinpointed and annihilated), so survival of assault formations mandates an ever broadening front
