  1. I don't think there is any diversion of resources by Russia. I think the Russian army proper has lost faith in the much vaunted combined arms maneuver warfare in the era of drones and artillery laid mines and now wants to fight defensive battles. Ukraine is wary of giving Russia what it wants, so this psychological ' we are about to attack' warfare is because Ukraine cannot do anything more effective.
