There are a lot of people who deserve these EXTRA (ie above and beyond basic) benefits, but there really are a significant group who ought not be getting them to spend on self medicating with drink and drugs (as they do), who are giving the whole program a bad name. And these people can be very manipulative and intimidatory to their own doctors.

  3. There are a lot of them who have alcohol and drug habits, making them very motivated to get a grand a month, and more and more have learned from their subculture how to do it. The exponential increase is not coming from the genuine cases, it is from the word spreading among tosspots that there is free money for relatively little effort. Yes genuine deserving cases are going to be hurt , but whose fault is that?
