  4. Other counties would doubtless love Russia to renounce force in all circumstances. But it never did; although it is true that previous Russian leaders had warned that force would be used yet they did nothing. Putin turned out to not be Gandhi, but there was no reason to think he was. Ukraine and the US ignored warning after warning since 2008.
